Once a skill is over the max( example 30 +4 for a ring =34 ) are the skills causing more damage or is the max 30 and the +4 was meant to give you 4 points to use elsewhere?

Skills max at 50 so using a ring to go above 30 would increase its damage. Once a skill is at 50 only gear which adds direct damage (and the relative stat) would increase its damage.
