I just wrote this response to a similar question, so forgive me for copying it.

I can speak for Gwydion, and say that it is quite active and friendly to new players.

That said, before starting a toon somewhere, I recommend browsing thru the world-specific forums also, so you can get some idea of what each world's culture is like.
You may want to pay close attention to the drama level of a world. Do you see a lot of fighting in a world forum?

Also consider what your end-game clan options will be. Some worlds have one dominant endgame clan, while others have two viable endgame clan options.
In any case, you should make sure you are comfortable with the world's endgame landscape before investing time leveling a toon in that world.

Rosmerta has been a great server, in my experience. The Rosmerta forum page is rarely used and is not an indication of actual server activity. I'd suggest checking the server out - I've really enjoyed it.

I've played on 4 servers throughout the years and those servers are Belenus, Gwydion, Morrigan, and Lugh. Out of those four I'd recommend Gwydion. Gwydion has a ton of very friendly players that have no problem helping out new comers and there are or were (not sure) 3 endgame clans. So there is great competition if you are into that. Only problem with Gwydion was the high prices. Morrigan I can't say much about because when I played there the server was flooded with conflict and I didn't find that enjoyable. I started on Belenus and enjoyed it a lot as a lower level, but ice you start to reach the high levels it gets boring because Belenus is a fairly small server and there isn't a whole lot of friendly players. Lugh is pretty much going through a civil war drama wise and there isn't a whole lot of friendly players.

Epona also has been getting a ton of attention recently from a lot of different servers and as a result lots of people have been xfering there (especially from lugh). Epona runs with a free market so if you're into the idea of being able to sell anything you got without penalty than Epona is for you.

My top 3 servers of recommendation are Epona, Gwydion and Rosemerta (Rosemerta is host of the most powerful clan in the game and I've heard nothing but positive comments about Rosemerta).
