Is Auto-Damage Nerfed in PvP?

I decided to have a control test for auto-damage with 0 armour/resistance in the arena. They only equipped a sword and strength gear that did not increase their damage directly (ie elemental damage)

Here is what I found:
Opponent's Level = 219
My Level = 219
Opponent's Damage = 1208-1209 (ability increase)
Number of hits = 503
Maximum hit: 1005 @1209 damage ~> 83.1%
Minimum hit: 606 @1208 damage ~> 50.2%

I've read that damage fluctuates between approximately 60% and 100% with no resistance (Swan's post in the guides section). I've also heard that only skills are nerfed in PvP (multiple times).

So... what's going on?

You misunderstood. They kept some jewellery on that provided strength bonuses which is fine as long as they didn't swap mid-test because it only effects their multiplier to physical damage. They did not however equip anything that provided elemental damage nor did they equip anythinh that provided physical damage besides their mainhand.

Always thought the lower threshold is 50% of damage listed. Going over 85% of max damage is also very rare.

It is. Its 60-99% flux in PvE(59-99%?). And 50-99% in PvP. Or so I thought, news for me upper limit is only 83. Skills were always nerfed in half but autos weren't usually. Wonder where this change got in, not that I'm too concerned coz rarely ever PVP these days.

Anyone else think fluctuations need to be rebalanced even more._.? I mean the last rebalance was good but now with the addition of newer bosses and stuff that weren't present at the time, I think it'd be great to rebalance them.

Hah!! Guess again, right? Maybe it's to throw a wrench into player testing. The bounds are most likely 50% and 85% (in PvP at least).
