Is there any seasonal recipes that's obtainable from outside shop? I keep hearing about a chocolate gelebron, guess it increases mastery for x amount of minutes? Wondering if that's true and if I should be hard core farming cooking bosses?

The chocolate Gelebron is only the mastered version of the chocolate MacLir

. The exquisite version is a chocolate Mordris. So yes, it's true, they really exists, and no, there are no other obtainable recipes outside of the shop.
