You and because dex is needed for wind to work correctly.

I guess another point to add. When you're hit with aoe damage you'll lose your regen. If you use that few seconds to cast skills. You'll be gaining some more recent in between rather than standing doing nothing.

If you cast after getting hit with aoe, any spell, you stay in battle mode and no sigils or mediate will work. Its better to stand and do nothing.

I believe that aoe cancels your energy regen when it hits you. My suggestion was to use that moment when you aren't regenerating, to cast a spell or two. Rather then waiting for Regen and then casting something later.
