Celtic Heroes

I was wondering, if I had a maxed howling winds 50/40 and tons of focus and I cast it on a endgame boss: Mordy, Hrungrir, or Necro, will the bosses not be able to hit the tank and constantly miss? Or does it barely affect bosses?

Bosses like those have a HUGE amount of attack, and the -3k or so that you would be doing would only make their attacks miss about 1/10 of the time
