I plan to swap swarm for winds as it’s dps it’s quite small for its cost at my level. How much points should I be putting into dex to make a near maxed winds effective ? I won’t be using dex gear as my setup is full dps but I plan to use an aggy winds ring.

What should my stat points be?

Higher dex = better winds? I thought it would've been focus you should up

0 dex, just get some gear with defence. Only need about 300 defence and winds works great

Yep, I found Earthstone Boots and/or Earthstone Greaves to be sufficient for effective winds, the greaves barely impacted my other skills (and very few use Sanctuary when leveling).
