No. It was going to be implemented (same with warden off hands for example) but never was.

Double attack is the same speed to cast no matter what weapon you're using, to use it effectively you should be looking at the highest damage totem, rather than the fastest...

I've been using a Cruel Knife on my druid for the past 6 levels...115-121. Even though we don't have weapon ability for it, stack some dex and attack items and you still hit often enough to make it worthwhile.

Damage helm + attack
Offhand axe + attack
Dex = Attack
Earthstone Armor + attack
Bracelets + attack

It's all a matter of having the right equipment. I have moved over to a vines totem now though... a high vines skill does nice damage.
