If I'm a druid fighting a druid and I cast vines does that stop them from healing? Like interrupts?

I'm not sure that I completely understand your question.
But I'll answer in a couple of ways, and hope one is the answer you are looking for.
If you cast Vines (DoT) on another Druid it will have an effect on their Embrace (HoT). However, since Embrace gives the other Druid a set heal per tick, and Vines give a random damage per tick, we can't say that it will stop them from healing... it certainly will slow it down, however.
You mentioned interrupts, however, which makes me wonder if you mean to ask: Will a damage tick from Vines potentially interrupt a Druid trying to cast Touch? In this case, the answer would be no. I have never fought a Druid in PvP, but I fought a lot in Stonevale. They often cast Vines on me, and never has the damage from Vines interrupted my skill casting.

Thanks, I was just wondering because then druids could of stopped Bosses from healing.

From my experience, the following things that a druid can do in combat are able to interrupt PVE or PVP opponents:
- melee attacks that are not dodged/parried/avoided in some other way
- storm touch that is not evaded
- lightning strike that is not evaded
The following things that a druid can do in combat will not interrupt your opponent
- melee attacks, storm touch, or lightning that are avoided
- damage over time skills (strangling vines)
- debuffs (howling wind)
- heals and/or buffs that you cast on yourself or your group (natures touch/embrace/breath, bark, abundance/aura, wards)
I haven't watched closely enough to see whether the proc effect from fairy weapons causes interrupts, and don't have my frozen weapon yet to know whether its bane effect will interrupt a boss.
