You need to get the quest, which needs Creginus (sp) pages and Red book binding + cover.

As Mariner said, you need those quest items to get the skill.still havent got it yet
If your question means "Where can I get the Storm's Touch quest?" then the answer is in the Castle. I forget his name, but there is a Druid standing by a tree in the outer area (near the entrance to the castle, if memory serves) He should have an exclamation mark above his head indicating that he has a quest for you.
