I looked at the Manual Vendor at Highshore and couldn't find it. I searched all zones for trainers and couldn't find it either. Do I have to accomplish something first before it unlocks?

There is a Wizard book seller in Lil's rich village.

Which one? There are three vendors in Lir's Reach Highshore Village. The druid manual vendor, the armor vendor and the weapons vendor.

The Mage vendor doesn't show anything to me.

So you are saying that it was fixed? Because I bought a book and have this skill now too. I'm a druid.
