I'm not sure about what mobs drop the actual tome, but I got a ring for a druid skill called "Bless".

Was lvling and I got a skill tome called Sanctuary. It protects all nearby allies from incoming damage. Its basically an AoE energy shield 
Level I think 132, and the mob was a Boggan,

Got a minor ring of Bless... +1 skill, druid only. Was killing lvl 40+ rats/bats in the caves when it dropped. Don't remember off which since I was just killing everything in sight looking for possible boss spawns trying to find tomes.
Any idea on the skill Bless yet?

I have the skill blessed... Increased the evasion ability of an ally... Mobs have less chance of hitting with a skill.

Just got Bless. Adds to all Evasion skills... could be handy maxed out

All new spell tomes drop from all new mobs, it is just by luck that they would drop to you. So far I see, the most likely drop is from the Pirates in Loch Dorma. From the leystone they are located all over the place! But I have seen them drop from the trolls in The Lair before. (Mordris' Lair)

I have two new spells and have tested them...
Sanctuary - a grp aoe eshield
You summon a shield of glittering light that protects all party members in range from up to xxx damage for 30 seconds.
Maxed at 35/35 with 1k + foc it was shielding around 580 damage.
Stinging Swarm - posion based aoe dot
Summons a swarm of tiny, stinging insects that deal xxx posion damage per tick to all enemies within 4 meters of target for twenty seconds.
Maxed at 35/35 with 1225 foc the skill description says it does 662 per tick. Seems to average about 450ish. Costs 431 energy.

I dont have the tome for stinging swarm yet but im really looking forward to it!
I have got 2 royal rings for it already (past few hours of farming) and waiting to test how well it is and if its worth the points
