Which is better?

Storm touch is better than stinging swarm? And why do most ppl max lightning instead if storm touch?

Most people use lightning over storm because of the high energy cost and long cooldown of storm. You can cast lightning twice in the time it takes storm to cool down.
Hard to compare storm and swarm as they ate two different types of spells. Storm is a DD (direct damage), while swarm is a DOT ( damage over time) and an AOE (area of effect) spell. Storm will do more damage to a single mob quicker, while swarm will do dmg to multiple mobs over time. Personally, i prefer swarm....

I prefer storm because it consumes much less energy than swarm, and does more damage over time. Swarm hits 4 times within twenty seconds, and if you divide the damage of your storm by the cool down time you will find that storm does more damage over time. Unless you like fighting multiple mobs at once, then swarm will be higher.

I use storm personally because it is nice to have dd options available to me.

To answer why lightning instead of ST, I personally use lightning because it is actually slightly long-ranged, while with ST, you need to be pretty much kissing the mob to use it.

Everything for druids now relates to effectiveness vs. energy costs. Storm delivers less dps for the amount of energy cost than any spell we have.
I did some tests before update 4 so not 100% on this now but in terms of delievering the most dps for the least amount of energy here is what I discovered.
Inorder of most dps for least energy used
Lightning
Vines
Storm
And I would guess with swarm being a group dps it would be the least effeicient.
