I have about 350 sigils of energy with 4300 total energy
during a boss fight my regens are supposed to be the only regens working right? so normally ill only regen about 70 per tick... but i sometimes see my energy shoot up about 300-450 when my energy gets real low...

Are you out of combat stance when it shoots up? If so, it's probably the sigils kicking in during that brief moment of being out of combat.
