overcasting a more powerful skill.

I am a 145 druid with 39/30 nature's embrace. It heals for 211. Yet I get overcast every time by a 126 druid who only heals 198. They have a nature's embrace of 39 also.
I cannot over cast it. The person always resists.

Has anyoNe encountered this issue? Is there a reason why that's happening?

If your embrace is being resisted, then the 126 druid has a higher level embrace than you (40+). I have tested this, and even though a skill might do significantly less damage/effect than another's, it overcasts all others who have the skill at a lower level.
For example: a lvl 40 vines with 2.4k damage will be overcast by a lvl 41+ vines with 1.2k damage.
And just so you know, if the skills are the same level then while they can't be resisted, the most recently cast skill will be the one that the effect goes to.

Lol thats me with 42 vines and overcast a lvl 190's vines....

So in theory, if that druid keeps her rings, but restats with say 10 focus. They could really screw things up? By over casting with useless skill

Over casting is so stupid. They need to make it so that all the casts will be on target no matter the level.
