Yes,when i have normal fire lure up and the proc pops up i see 2 lure signs.
But my damage is still the same when i cast a spell with just normal lure up.

Right, that means your lure of fire most likely was enough alone to drop resist to 0. They definitely stack though, I tested in arena with a friend.

Yes i tested ( with my warrior ). ( lol wanted to know resist drop )
My warrior has 420 resist And after the curse of fire it had 120 left.
So after all it stacks and the wand removes 300 heat resist.
