So for a mage what would be the best build? A fire mage or ice? Or mixed?

Cuz of low energy usage, short recast time, and better dps.

Okay and what spells should i use?

and like whats the best weapons and jewelery and all that stuff.

Spells: max fire bolt, firestorm, fire attunement, and eshield. Half max fire lure.
Stats: 2:2:1 foc:vit:dex
Gear: golden wizard crown, meteoric bp and legs(diamond is better), heroic gloves and boots, meteoric wand with masters grimoire.
Jewelry: heroic ammy, 10 health and energy bracelets, 5 energy and health rings, any charm u can find(i have none), and the last 2 slots are ur choice.
