I've recently started a mage alt that is at around level 92 now. I've found that which is better, cloak or incinerate, depends on the mobs you are leveling off of. I used cloak all the way up to 80 plus and loved it... Then i got to the otherworld eyes... All of a sudden i notice cloaks not doing as much as it used to because eyes tend to use more skills than auto attacks. I decided to switch out cloak with incinerate when leveling off eyes and have been happy with my decision so far.
Like some have mentioned though incinerate can be evaded, which happens alot anyways for mages regardless of maxed abilities, where cloak of fire is one of those nice "fire and forget" spells that you can cast and know that it will do damage if a mob hits you with an "auto attack." Usually one incinerate for my build is enough to help finish off one star and sometimes two star mobs. Three stars takes at least two and four stars can take three sometimes. But if that incinerate is evaded then the fight does get drug out.
All in all cloak is better for the simple fact that it can't be evaded but incinerate can actually be higher dps on mobs that do more skills than autos, unless it gets evaded...
