1v1: incenerate

Multiple mobs at once ( AoE build ) cloak:

Why? Incenerate ( mine does ) hits 1200s each tick each 5 seconds way more than cloak,but it is for single target only.
Cloak can do more damage if you hold more mobs ( like 300 when a mobs auto you ).

Depends on ur play style. I'd say incenerate at the higher levels unless ur support ( cloak tank etc ) bcs mobs attack speed isnt that fast ( less autos means less damahe done by cloak ).
