Lure adds more dmg in a fight than attune. May not add base dmg but it adds overall. Plus other using (fire for example) those weapons will also be able to have bonus.

Only time I would say attune is more superior is when there is another guaranteed mage with lure.

Full heavy armour, restoration spell in your left hand and dps spell in your right!

Gear yourself with a Druid, and if u can't find a Druid, gear yourself with a few thousand restos.
