correct cloak CANNOT be evaded or missed. Even if they dodge, cloak hits. yes on eyes incinerate may be sliiightly more dps. But I just tested it on golems and cloak and incinerate are tied. So yes, 90% of the time cloak is better DPS. Shards yes is better than incinerate in all cases but like it is said before you need a few in ice lure. My preference is that up to level 70 or so go all fire but honestly shards is better than incinerate in all cases so far in the game. I remember switching out incinerate for shards on trees even (which are weak to fire) and I killed them easier with shards over incinerate. So ya as long as you have like 3 pts in ice lure shards is better than incinerate in all cases according to my knowledge.
