Bloodfang Helm of Mysticism vs bombardment

Just browsing through the new database and saw that the fire mage bt helm (mysticism) gives more focus than the ice mage helm (bombardment).
At royal, it's 420 (fire) to 300 (ice).
At godly, it's 700 (fire) to 500 (ice).
All other bonuses are the same.
Fire mage helm and tank warrior helms are the only bt helms that don't follow the same stat bonuses as the others which are 300 for royal. 400 for imperial. 500 for godly.
Can someone confirm if this was intentional? Would it make fire the better choice?
