Yea good post, fair Lady. I have my Cloak at 1 atm. I put on a plus 5 ring every now and then, especially solo. However, I do feel the skill sucks now.

I think that they may have not changed it, however the OW mobs and bosses have more resistances.

with a lure of fire at 10, i hit one away from my max damage with bolt. My cloak still sucks a bit. adding one point adds 6 to the maximum damage it does at this point.
