Fire Ice or Both?

Which is most recommended. A fire build, an ice build or both? Please post what you think is best! XD
lets put it this way, focus on spells in this order of priority:
Firebolt (24)
energy shield (25)
firecloak (24)
ice shards (23)
incinerate (18)
fire lure (10)
ice lure (4)
at lvl 120 I have numbers in parenthesis. I keep my damage ones under max so I don't get the aggro as much.
Though fire and ice lure aren't very high, you want to get them to the levels I have early on, like by level 40 or 50.
