WHEN do New Mages get Energy Shield?

PLEASE READ CAREFULLY!
E Shield can no longer be purchased from ANY vendor in Castle or Village (or anywhere in Shalemont). So either they moved it past shalemont, or like any other spells so far, can only be acquired via Main Quest.
Does anyone know what quest that is? I'm on the quest to kill Luther, and nothing so far
L48 Mage.

i got it from broon the mage in the village. but he is decommissioned, so he tells u to go to evonne the mage in castle, and she doesnt work properly, so ur kinda screwed right now

I had trouble making new characters after the V 3 update too
