The quest you're looking for is upstairs above the bar in Tavern. There is no level requirement to start or finish the quest, but the blue cover and blue bindings are only dropped by the small eye bosses (Bubulus, Gribbles & Splee) in Otherworld which requires lvl 60 to enter.
You also need pages 1-5 of Mathulus which are dropped by eye mobs in otherworld.
