I noticed that when ever I cast my lures,(lures of fire and ice in general), they sometimes hit. If I buy the diamond cane that adds 200 fire and ice, will that make my lures, ice shards, and fire bolt hit more often?

No. It just will make the skills do more dmg

Very wrong statement there buddy ability levels increase accuracy and damage.

the chance of skills hit is the ratio of the skill ability and the enemy's evasion class for that skill
