Incinerate or fire bolt?

As I noticed, fire bolt is starting to deal inconsistent dmg (don't get me started on shards). Incinerate seemed to be dealing decent dmg. So here's the question.

In all cases and by far, firebolt. Deals probably 4x the damage and dps of incinerate.

Firebolt, way faster and stronger than incinirate
