Have seen lux traders that open at higher levels such as 150 but is there one that opens at 120?

No. There's the Castle, OW, level 100 and 150 luxury item traders, and the level 140 and 160 armour traders.

no lux shops open at 120 but you can start gettin adamant and frozen and stuff at that level

No there is not. There is one at castle thats for amy levels 20k req to enter, Otherworld lux shop is for lvl 50+ with 25k req to enter, Theres 2 in carrowmore 1 for lvl 100+ items and other for 150+ items and you have to do an easy quest to enter.
