Do these really do anything? Since I don't have enough skill points to Max both should I have both at half strength or ignore one and Max the other? And which one in that case? Thanks.

Oh yes. Lure reduces resistance. You're fine having it about half max. Attunement increases your damage enormously for the two skills it applies to. Max that puppy (or add points to attunement as you level).
