Do h and e sigels REALLY do anything? I have bought lots but don't see any difference.

Yes. When you are not in combat they regen your energy at one per tick per sigil. If your character is standing, not in the "armed" stance, their health and/or regen will increase faster.

sigils regen out of combat
if u just entered combat, then ended the combat, u will stay in ur combat stance, not hard to notice how it looks like
first tick after leaving combat stance is like 2-3 secs (as some druid tested i believe), and all normal ticks are around 5 secs (if i remember correctly), in combat it wont regen, if it would everyone would buy lots of hp sigils and be way too OP

oh and i forgot to mention, i believe that leaving combat stance also takes one tick, which means 5 secs

As you get higher, you will notice your regen alone cannot keep up with the energy costs of spells. It is possible to keep energy, but that means lots of regen items, which in conclusion means less spell damage. I cannot say how much sigils would cost on your world, but they are around 5-8k on crom, which for 5 regen, is much cheaper then regen items themselves.

I have about 400 e sigs. During boss fights I stand still for a few ticks and then I'm back in action. Also helps btwn mobs as long as u wait to go ofc
