What if you made a skill called cloak of ice. i know we have cloak of fire but it does damage so why dont we add cloak of ice that slows the enemy's attacks down?

I don't think the spell for that effect would be a cloak...
I have already suggested that already by the way (a spell that slows enemy attack speed)
