Why does my ice magic lvl so much slower than the rest?

You have to compare how strong that ability is compared to every other ability, so since ice magic is supposed to be a lot stronger, it's gonna be harder to lvl.

Since you're new, I would focus on fire magic first it is much more useful! That's what makes mages easier to play!

Ice Magic ability will come, one day young Grasshopper. Jk. Mine spiked a lot once I finally broke down and got a Heroic Ammy and used my Ice Skills more than I used to.
