Fire. If you start as ice, it may seem powerful but you will suffer long recast times and huge energy costs.

Ice is better at first because ice blast rings have no lv req. Ice blast tome/rings are also alot easier to find then firestorm

This also can depend on what good ice/fire gear is abundent for you. If you have a lot of good fire gear and no ice gear fire will be better vise versa

I've leveled multiple mages, and have done so multiple ways,and I've found that maxing fire cloak, bolt, shards is quite sufficient to level 100. Whenever skill max would increase,I would always max cloak first before any other skill. I never used any of the newer skills till 100 or so. Be on the lookout for rings, blast is the easiest to find or get with bear, stock up on ice rings. The more ice skill rings you are able to obtains determines your ability to survive the evades that will happen once you turn to ice. Personally, I have always found fire rings more difficult to obtain, and although I prefer fire in principle, my accumulation of ice rings led me to chose ice. Off course, if you can get fire rings, you can lean towards fire. Off course, once I switch to full ice, I ditched cloak.Truth is, people are different and there is no right or wrong answer, but this is basically my conclusion after experimenting with different leveling skill set strategies
