firestorm or incinerate?

Which one for my leveling fire mage?
Firestorm. Incinerate isn't worth it until higher levels when the mob actually takes long enough to kill to make it worthwhile.
Storm also lets you take on multiple mobs at once (with decent gear to lessen the damage taken).
Fire Attune also enhances Fire Bolt/Storm, so it's a win win for a fire mage.
