Yes, but it's related to cooking level. So at first you'll only win a bronze, though couldn't say exactly what levels you'll be able to win silver and gold. I forget exactly which levels I was when the fashions became available at the vendor.
Also they're not frequent drops from the cache, so don't expect to get a full set quickly.
