Personally, I'd buy the new one (been thinking about it actually...). You're right, the charge time is loooong, but you can also play on your iPod while it charges and do other things when you can't play. Or try to arrange it so that it charges during the night. Personally, I play CH while charging my device but I know its not good for the battery. The batteries don't have a memory effect these days (meaning you'll have to load/drain the battery the first few times to get full capacity and once a month to keep capacity high). So, if you play a little, then need to do something, you can hook it up to charge quickly.
The thing is... Apple brings out a new device every year with new features. the latest iPad might profit from (at least some) of these features while older devices stay behind (unless jailbroken).
On a more technical level... does one really need a retina display? I don't know. I haven't seen too much of a difference tbh. The iPad screen is so small that it doesn't make that big of a difference. The iPad2 is slightly thinner then the iPad3 (though you don't really notice it). The iPad3 camera has more pixel (though pixel aren't the only thing that make a good camera), but I wouldn't walk around with an iPad making videos.
