Where to find white hats

I am trying to find where the white hats are and how to get them. Im sure others would want to know as well. Thanks.

Kill the level 2 clouds and hope it drops. The white hats are rare drops, snowballs are the common ones.

Took me 4 whole days nonstop killing those. Clouds in my sultan and got a yule hat can u get more than 2?
