Farming for OW scrolls

I'm looking to get some of the blue book skills but scrolls never drop anymore. I killed eyes but I only get element of fire and those items now. Any tips? Suggestions?
Ps I killed like a lot of eyes too ...... a lot!

Nothing much to say but kill all of the 3/4 star eyes you come across lol
