What stats do i need for a level 28 ranger with a 32 damage war bow and full crestseekers armor?

Balanced builds work well at lower levels, dex/vit stacked if you don't have rejuv. . .if you do you can get away with less vit and more strength. Using bolas at lower levels isn't really necessary, but light heal and meditate cut down time between mobs. Sharp shot is more efficient than steady aim at lower levels, and rapid shot tends to take out a large portion of mp if maxed at lower levels without rejuv making it less useful and more hindersome. If you level relatively quicky, you can skip over ancient armor and just start saving towards wardens, if not ancient is a decent stepping stone. To keep bow ability up, I'd recommend not starting with the strongest bow you can find, but rather the fastest, dex helps with your attack but it can only do so much.

Alot of this really depends on your style of game play, if you mentioned what your aims are and other equips you have available to you myself or others would be able to give you more in depth advice.
