#2That's a tough question because there is no clear answer. The pierce quiver is significantly better damage wise , especially because it allows you to wear a damage ring instead of haste ring, also the skill adds 150 damage every 3 mins , doesn't seem like alot but it's awesome at the end of a lix to grab that last kill before the lix runs out 
. I am sure there is no need to say all the wonderful things dex does for us rangers so the 150 dex quivers are awesome as well.
If I had to choose 1 I would pick dex quiver but I am a dex junkie
