Hey im new to the ranger skill so i dont know much about it but who should I solo right now between lvl 10-25 and what skills should i lvl up. Thank you in advance!

If you mean for training then do this..

For level 10-20 go to crookback hollows and kill guys about 2-3 levels higher than you (if possible) or just as close to your level as you can. Once you can kill everything in crook, move to Dustwither catacombs, and same goes there, but only level to around 30. Then mive to shalemont revine...
As for skills, hmmm at that kind of level you will want Light heal(not bandage wounds), bolas and maybe sharp shot or rapid shot or barbed shot. when your lower, stick to just a couple of skills, its easier.
Try and do quests, they are quick levelers
For stats at your level, id keep a mix, because you probably wont have a regen item, so your energy will run out quick.

i'll tell u what i did
at lvl 10 untill something like 20, go to eastern dock-notrhen pen
why? cuz u have a lot of quests there, u can lvl and do them at the same time, a lot faster than just solo
after that i lvled at dust, kinda easy, untill lvl 30-33 i lvled there
then shal, and at lvl 50+ shal river\boars at stonevale

about ur skills, depends on what u wanna be
im using sharp shot, bolas, light heal and rapid shot, but i might change the bolas to defensive spikes, its not the best skill for solo but good for bosses, but still can help u solo bosses\higher lvl mobs
and about stats, like fionn said, i guess u dont have rejuv stuff, so u need energy, thats mean focus, try to use not that much vit for ur energy, and str for melee atks - dmg and atk, dex for skills\chance to hit or avoid and defence
