Rapid skill up to 50 and on elixir do they stack?
Once iam on heroic haste and use rapid skill , to me it seems same speed
Is it a bug or just a visal bug ?
Or they don't even stack ?

Whenever I mistakenly press rapid on a hero haste, I never notice a speed decrease. I do believe you aren't lowering dps, but you are wasting energy.

Heroic haste increases attack speed by 60% whereas rapid increases it by 50%. It may not be noticeable but you are lowering your dps.

But how do we know which takes precedence?

If a 30 Bolas grabs a mob does a 10 Bolas a few seconds later break it?

I know with rapid/speed elixir we aren't comparing two skills but principle is similar.

Firstly, in case of heroic haste lix and rapid shot, yes rapid shot does reduce the dps as it's a skill. In case of bolas, no if a lvl30 bolas gets a mob then a lvl10 bolas gets resisted my the mob till the lvl30 bolas is on

I'd bet rapid shot does not lower. It simply wastes energy.
If on heroic haste and you have heroic gloves/ring on, the elixir takes precedence. I see no reason for it to be any different, nor have I ever tested it with rapid shot.

Landoril it works on best buff principle in this case rapid shot does nothing but waste energy
