I'm a level 64 rogue and I need some help figuring out a good build some nice weapons and armor and gold and the best place to level btw I'm a 1/4 of the way into 65. If anyone will that would be much appreciated

My ideal rogue at ur lvl would have a heroic ammy of rejuv, golden blade ofhand, lvl 50 regen bracelets and heroic gloves and boots. U would need shadow strike and riposte.
I would go personally mainly dex with about 100 str and the rest into 2 dex for 1 vit. For ur wep i would stay with the main quests. Yes the very nooby one so u could save cash. U should be in a good clan and get full warden as ur equip and wep at lvl 80.
If u cant afford a lot of lux, go for the golden dagger offhand and a heroic ammy of rejuv.
As skills go for riposte, ss, qs, reflex, and life steal or sneaky, depending on wut u prefer.

Have enough Vitality to get you at least 1k HP, then have the rest of the points into Dexterity. Your equipment will make up for the lack of Strength for damage.

Golden Blade Offhand
Cruel Knife Mainhand
Warden Shirt
Warden Pants
Heroic Boots of Speed
Heroic Gloves of Haste
Golden Helmet of Intensity/Severity
Try to get Crush/Pierce/Slash Bracelets
Heroic Amulet of Rejuvenation
Whatever you have available for Necklace slot

Try to get skill rings of the below for the Ring Slots

For skills -
Shadowstrike
Riposte
Rend
Quickstrike

This is for the semi-rich person's gear. This wasn't my gear, mine was much worse but it still worked. Apart from the four skills mentioned, I also have Play Dead, in case however many mobs you tanked for Riposte is too much, you can drop aggro really quickly.

The reason why Fast Reflex, Poison Weapon, Expose Weakness, SmokeBomb, etc... isn't good for your level is because it is counter productive to cast. By the time you cast those skills, you may as well use that time to kill one or two or a few mobs. I can vouch for this setup as it has gotten me very far. I get plenty more experienceand faster yield from this build than how any other setup was done. Anything else I missed? I'll get back to you on it.

You must -as stated before- go full focus, strength and dexterity arent necessairy with that intellect. Vitality is neither worth upgrading because then your intellect will go down because: Less focus->less intellect-> less dmg
For the skill, you will need:
meditate, to regen your tons of energy;
Smoke bomb, if the enemy cant hit u u cant die;
Bandage wounds, save yourself if a enemy can actually hit u
Play dead, one of the best skills, it allows for playing to be dead;
Hide, it allows you to sneak up to enemies and use your intellect to vanish them.

As for the armour, make sure you can get some linen, thats the best armour up to lvl 210.

Fashion you wll need for sure, pink preferably but other bright colours will do too. Because remember: if you gotta fight, you gotta fight fabulous

The weapon? Well, that would be a mount, a cloud is the best
