Im only a lv45 Rogue at the moment and I've spent all my skill points so far on Poison Weapon, Quick Strike, and Rend. I haven't spent any points in Sneaky Attack nor Bandage Wounds. I just want some advice here, should I spend some points in Sneaky Attack and why so and also should I spend points in Bandage Wounds because that is the only healing ability Rogues have? Thanks and the build I'm going for is DPS and PvP.

After you do the Dustwither quest for the book of alt (resets skill points), transfer the points from poison wep to sneaky. Poison wep is definitely useful, but sneaky (when I was low lvled) would take out half of most mobs' hp.

Before update points in bandage was a waste, but now it's mandatory to keep your down time between kills low.
Currently mine is maxed at 25/25 with 305 vit and I heal for 309.
I do not have full diamond which makes a big difference so you'll need to take what these guys say with a grain of salt.
As they are lv 100+ with full diamond.
I also have a fast weapon with poison and QS maxed. I got no points in rend cuz the cast time is too slow and it's dmg is too low. Maybe that changes later, but so far after 7 books of rebirth this is what's working at lv 93.
I don't use sneaky as it misses half the time takes too long to cast and if you dont have a camo charm, you'll need to sink alot of points into hide as well.
