Have you looked at Quigley the Lux merchant? He sells some off hands. You can also try buying from other players. I think one of the best Rogue offhand right now is the venom dagger from Scavenger (in OW so you can't access yet) which is like 225K?

At your level, the sharp rondel is your best bet. Once you get enough, buy some sort of luxury dagger. Thats whats best
