So I am lvl 162, rouge ofc, hm hp should I have, str and dex? Also what is the best jewelry for me also?

Depends what hold your looking for and for your level getting rift skull bracelets are good or perhaps the other world quest if you can't get the rift skull ones

You should have 810 stat points without bonuses try:
355
255
10 (or 50 if you really need it)
200(?) enough to get to 3k-4k hp
I used shop jew, Dagger of bounty, Tali.

For all my builds ( except gele and prot) I do vit double my lvl so if ure lvl 142, 284 vit will work really well for u
