Shop dagger- well not sure what level shop dagger or what your trying to lock but i always prefer shop dagger until access to dl and edl.
No double - because amount of time to cast equals two hits so more waisted energy. (Posion weapon is better)
4k hp- If you are fast and getting first hit it is nice to have the extra 1k so you won't die. You can also go 3.5 but i think at least 4k is necessary but again idk your level but usually when locking I think 180-190 so if you are in that level range I would actually try for 4.5 k hp

Im lvl 183 will prob get to 185 for alchemic breechers i got the lvl 180 shop bp and breechers as well along with frozen armour(no bp yet but workimg on it). And full ancient beastbone armour. When im lvl 185 i plan on using anc bb helm, 180 shop bp, alchem breechers, dl gloves, alchem boots.

180 haste dex offhand
4k skill ammy
8+ qs assassinate str misc
Hrun brace(80dmg cunning health)
70dex focus brace

For rings i got royal and grand ss, +7 and +6 lifesteal, grand poison wep, grand quickstrike, royal riposte
My usual set up would be royal and grand ss, grand qs, +7 lifesteal
Skills i plan on using are ss, qs sneaky, pw, and lifesteal

Buy the lvl 150 dex haste offhand, much better imo for locking dl than spite dagger. Buy the spellwrought dagger(i think that is name of 180 vendor dagger) and use that over frozen. Ofc if you have acess to necro or despoiler dagger that would be even better. If you can get a qs brace from old event to replace the rift brace and remove the grand qs ring for something better.

Skills are good. I use all the same on my dl locker

Get to 190 so can use occult armor. Also remember that cunning is better for locking than just dex so if you can get cunning gear from clan, use it.

And yes, the 150 haste dagger is way better than the 180 one so don't waste your gold on it.

alchem/edl/dl mix armour ( to get qs/ss/sneaky boost)
any tier hung helm
ss ring ( to get it to 50 if u don't have a ss hung helm)
qs silver web rings *3
qs ember drake charm
ss ember drake ammy / 4k damage ammy
mordris qs brace
sneaky necro brace/ event skill brace
gele/necro dagger
with all this impossible to get but perfect gear u will be able to outlock anyone on a 4*

Definately better gear available. A dex mord spear or despoiler dagger are both better for 4* locks than a necro dagger. The silve web rings are over kill as usually just 1 ss and qs without all those extra damage can lock a 4*. Necro rings with dex and cunning are much better. Also a sneaky necro brace is useless for locking a 4* a hrung/frostiron/mordy/any brace with dex str or cunning is better.

Not that I'm an expert on locking, but gele daggers are terrible for it. They're lvl 210-220 required, by that lvl you're pretty useless....
