Str does effect dmg. Dmg goes up when adding str. I have tried alot of different stat combos to get my dmg where I want it. Adding more str will up the dmg you do. With 5 str alone and winterking hammer still equipped I melee hit at 370-430 ish adding nothing but str back to the equation it goes up to 770-850 ish for melee dmg on exact same lvl of monster. I to believe it is a % as the dmg in stats doesn't always increase by the same amount. Ie 1 str adds 3-6 dmg in skills. It's a percentage of something. What I'm not sure.

Yes, it is a multiplyer (as I mentioned before). The more str, the greater the benefit.
