Since frenzy is percentage based, the higher ur physical dmg is, the higher dmg u get. If frenzy is 100% of ur physical dmg, and u have 160 physial dmg (160 pierce from spear for example), frenzy will add exactly 160 dmg. What I believe str and melee combat do, is to increase the percentage for Frenzy. For example, with 2030 str and I dont remember but lets say 2700 Melee Combat, Frenzy for me is like 198.45% of my total physical dmg, so it adds more than 400 but less than 500 dmg for me with 230 pierce dmg (thats all my physical dmg). Someone with lower str and Melee Combat might have the exact same physical dmg (230), but his Frenzy's percentage will be lower, thus it'll give him less dmg than it does for me.
Thats how I believe it works, and I think the formula would be the same as Steady Aim's formula just different (larger) parameters since Frenzy adds more dmg. I dont know if the Attack bonus is the same and if is it physical dmg based at all.
